Project Management
Construction Supervision & Project Management — District Health Centre Upgrades

Overview:
Cadron Consult was engaged to provide project management and construction supervision for the phased upgrade of district health facilities, covering new outpatient blocks, maternity wards, staff housing, and associated external works. The client required a single consultant to coordinate contractors across multiple sites while safeguarding quality, cost, and programme.
Approach:
A resident supervision team was deployed and supported by structured monthly reporting to the client and funder. The team administered the works contracts, reviewed shop drawings and material submittals, certified interim payments, and enforced quality benchmarks through scheduled inspections and materials testing. A consolidated programme tracker kept all stakeholders aligned on progress, risks, and variations, allowing issues to be escalated and resolved before they touched the critical path.

Technical specifications:
Scope: eight health facility sites upgraded concurrently
Services: contract administration, site supervision, QA/QC and cost control
Reporting: monthly progress, financial and ESHS reports to client and funder
Quality: scheduled inspections backed by independent materials testing
Programme: 14-month construction window with phased handover
Results:
All sites reached practical completion within the approved budget envelope, with variations contained below the contingency allowance. Consistent supervision reduced rework and kept defects at handover to a minimum, while structured reporting gave the client and funder clear visibility throughout. Facilities were commissioned and handed over to the district health office on a phased schedule that kept health services running during the works.
